Growth Management Study
Click Here - Dec 10 Media Release - COBOURG, Ontario - At its December 9, 2009 meeting, Northumberland County Council received the Growth Management Strategy Final Summary Report dated October 15, 2009 and will forward it to the Ministry of Energy and Infrastructure.
The recommendations regarding a Growth Management Strategy for the County of Northumberland and its seven municipalities were recently completed by the lead consulting firm, Meridian Planning Consultants Inc. The Growth Management Strategy was initiated by Northumberland County in partnership with the Provincial Ministry of Energy and Infrastructure through the Ontario Growth Secretariat and its member municipalities in January, 2007. It will assist each of the seven member municipalities with making decisions on how their Official Plans will be updated to conform to the Growth Plan for the Greater Golden Horseshoe. The Growth Management Strategy considers the population and employment growth that is expected to occur over the period 2009 to 2036, and contains specific strategies for where and how this projected growth can be accommodated.

What is a Growth Management Strategy?
A Growth Management Strategy considers how much population and employment growth is expected to occur over a specific period of time and then develops specific strategies for where and how this projected growth is to be accommodated. more>>
The Need for a Growth Management Strategy![]()
In 2006 the Province released "Places to Grow: Growth Plan for the Greater Golden Horseshoe". This document sets out a strategy for how growth is to be managed throughout the Greater Golden Horseshoe, including Northumberland County until 2031. This document guides decisions on a wide range of issues, including transportation, infrastructure, land-use planning, urban form, housing, natural heritage and resource protection.
According to the Growth Plan, the County of Northumberland's population is expected to increase to 96,000 people by 2031 and employment is expected to increase to 33,000 jobs over the same time period. To accommodate these projections, the County and its member Municipalities has begun the process of undertaking a Growth Management Strategy.
How will the Growth Management Study be Carried Out?
The County has retained the consulting services of Meridian Planning Consultants Inc. who will proceed with the outlined Task List.
Public Forum
Anyone with an interest in future growth and development in the County of Northumberland is invited to attend a Public Forum on April 9th, 2008 from 2:00 to 5:00 p.m. and from 7 p.m. to 9 p.m. at the County Headquarters, 555 Courthouse Road, Cobourg, Ontario, to discuss the preparation of a Growth Management Strategy for the County of Northumberland.
Study Steering Committee - Terms of Reference
The goal of the study is to prepare an overall growth management plan for the County of Northumberland and its member municipalities which supports the needs of the seven local municipalities, conforms to the policies of the Growth Plan for the Greater Golden Horseshoe and other relevant provincial policies and provides the relevant information to input into the 5 Year review of the growth forecasts outlined in policy 2.2.1.2 of the Growth Plan. more>>
