We are pleased to submit the Final Draft Environmental Study Report undertaken jointly by Northumberland County and the Municipality of Trent Hills to examine the need for an additional crossing of the Trent River within the geographic limits of the former Town of Campbellford.

This study documents the activities and decision-making process undertaken for this Schedule 'C' Class Environmental Assessment, conducted in accordance with the Municipal Class Environmental Assessment process.  The Study included significant public participation and dialogue with local residents and government agencies.

Based on the conclusions reached through the evaluation of the planning and design alternatives for an additional crossing, and considering public and agency input, the preferred interim and ultimate solutions recommended to address the problems and opportunities identified in this Study are as follows:

Interim Preferred Solution:

- improve traffic operations along Bridge Street by optimizing signal timing plans, and making minor road and traffic control improvements;

Ultimate Preferred Solution:

- Provide an additional crossing of the Trent River in the Alma Street to Second Street corridor, which will provide a connection between the intersections of Grand Road/Alma Street on the west side of the river and Second Street/Front Street on the east side of the river.

The recommended ultimate preferred solution of an additional crossing of the Trent River would add another east-west link to the Trent Hills and Northumberland County road network to assist in serving the mobility needs of existing and future residents and businesses, improving and ensuring emergency response times, and minimizing the disruption to the community during the time when the existing Bridge Street bridge is replaced.
 
The potential impacts on the natural, social, cultural, and economic, environments related to this project have been identified, and corresponding mitigation measures have been recommended in the ESR to eliminate or minimize adverse impacts.

Nov 19, 2008 - Notice of Public Information Centre #3 Additional Trent River Crossing - Two public information centres (PIC) were held as part of this study - the first on April 24, 2008,and the second on June 26, 2008 - and in early November 2008, a Newsletter has been sent to each address in the Municipality of Trent Hills, and to the members of the public and government agencies who have participated in this study to date. At the direction of Municipal Council, a third public information centre has been arranged to discuss and review outstanding concerns that the public and/or agencies may have with this study.

Schedule "C" Class Environmental Assessment

The Bridge Street bridge over the Trent River in the community of Campbellford provides a vital east-west link for through and local vehicular traffic, and pedestrian travel. The bridge is the only high level, public road crossing of the Trent River within Campbellford, and traffic congestion occurs on a daily basis.

Northumberland County (the County) and the Municipality of Trent Hills (the Municipality) have initiated a study to identify the transportation system improvements that are required to address existing and future roadway capacity deficiencies, improve mobility for the local community, and enhance the provision of emergency services. The key components of the study will include the need and justification for improving vehicular and pedestrian travel across the Trent River in Campbellford, an evaluation of different ways to make improvements (such as assessing alternative locations for an additional crossing), and an evaluation of different ways that the preferred crossing improvement could be designed. 

Public participation and consultation with regulatory agencies are essential to this study. In accordance with the requirements for Schedule C projects of the Municipal Class Environmental Assessment (the Class EA), the County and Municipality is making the following background and current study information related to this issue available for public and agency review:

This information is also available at their respective offices during regular business hours (County of Northumberland, Transportation and Waste Department, 555 Courthouse Road, Cobourg, ON K9A 5J6 and The Municipality of Trent Hills, 66 Front Street South, Campbellford, ON K0L 1L0).

During the course of the study, two meetings (public information centres) will be held to discuss the technical findings and to seek public input with respect to proposed solutions.
