In the preliminary stages of the Cycling Master Plan study it was decided that it would be in the best interests of the various stakeholders involved in this process, as well as the overall integrity of the plan to establish a committee to guide its overall direction. In June, 2010 it was decided that this committee would be formed to encompass a large amount of members including representation from all seven area Municipalities within the County of Northumberland. This concept was presented at a County CAO Committee meeting in which a basic structure for the future Steering Committee was proposed. During this committee meeting, it was established that the aforementioned Steering Committee would require 13 representatives from the seven area Municipalities of the County of Northumberland and be comprised of delegates from the following departments: Parks & Recreation, Public Works, Planning as well as Economic Development and Tourism. The CAO's from these area Municipalities were then asked to draft a list of potential representatives from their Municipal staff whom they wished to be representatives, and submit this list to Northumberland County staff by September, 2010. The aforementioned meetings will also be open to the public to ensure an inclusive participation process throughout the project.

In general, the Cycling Steering Committee will be accountable for, but not limited to the following issues:

  • Establishing a planning process outline and schedule to indicate who is responsible for each
    task, when it should be accomplished as well as identifying available opportunities for public involvement.
  • Develop a framework of indicators for evaluating and prioritizing potential improvements.
  • Seek cycling network program funding including federal, provincial and corporate grants, as well as funding from local foundations and private individuals.
  • Recommend changes to other municipal policies to support cycling, including roadway design and maintenance standards, changes to zoning codes, municipal traffic bylaws, law enforcement practices and other appropriate changes.
  • Develop bicycle education programs and strategies in coordination with community partners which may include bicycle clubs, police agencies, service clubs and other groups.
