Housing Services administers and funds subsidized housing (also known as Rent-Geared-to-Income or RGI assistance) for people with low to moderate incomes, seniors and/or people with special needs. RGI assistance generally ensures that a household pays no more than 30% of its gross monthly income on rent. If at any time, the household monthly income changes, the rent will also change.

Subsidized housing units are located in Brighton, Campbellford, Cobourg, Colborne, Hastings, Port Hope and Warkworth. And there are several different types of subsidized housing units:

  • County-owned subsidized housing units that include apartments, townhouses and semi-detached homes
  • Non-profit housing units that are owned and operated by municipal or private non-profit organizations 
  • Co-operative housing units that are collectively owned and managed by the people who live in them.  Residents living in co-ops are called members, and a board of directors is elected among the members.

Housing Services manages a centralized wait list that is used to fill all subsidized housing units throughout the County based on date of application. 

Rental Supplement

Housing Services also has established rent supplement agreements with some private landlords whereby eligible applicants from the centralized wait list may be offered accommodation in their privately owned buildings.

Affordable Housing

Housing Services is also responsible for the delivery of federal, provincial and/or municipal funding for the creation of new affordable housing for low to moderate income households in Northumberland County.
